No unauthorized person shall uncover, make any connections with or opening into, use,
alter or disturb any public sewer or appurtenance thereof without first obtaining
a written permit from the city manager. No new sewer connections will be allowed unless
there is capacity available in downstream sewers, pump stations, interceptors, force
mains and treatment plant, including capacity for BOD and suspended solids in the
treatment plant.
