§ 46-24. Charges for services; billing; payment.

  • (a)

    The city shall make a charge for such service of $15.50 per month for each single-family residence, $15.50 for the first unit of each two-family residence, and $15.50 for the second unit of each two-family residence per month.

    (b)

    The city shall render bills for such service on the first of each month, and such charges shall be a lien on the premises served. Bills for residences located south of Superior Street shall be payable on or before the 15th of such month. Bills for residences north of Superior Street shall be payable on or before the 15th of such month. Bills for residences north of Superior Street shall be payable on or before the last day of such month. If bills are not paid by the appropriate date, a ten percent penalty shall be added thereto. Whenever any such charge against a piece of property shall be delinquent for six months, the city official or officials in charge of the collection thereof shall certify, on or before January 1 of each year, to the city assessor, the fact of such delinquency, whereupon such charge shall be entered on the next tax rolls a charge against such premises, and a lien thereof enforced in the same manner as general city taxes are collected and the lien thereof enforced. Charges for such services rendered to businesses, commercial enterprises, and multifamily residences containing three or more family units shall be based on agreements between the owner thereof and the city.
