    (b)

Any discharge subject to categorical pretreatment standards shall be subject to any and all limits applicable to that category in addition to the limits set forth in this section.

    (c)

Individual samples with a concentration higher than the surcharge limit will be considered in violation of this division. Dischargers with an average monthly concentration exceeding a surcharge limit shall be assessed a surcharge based upon current and applicable costs associated with treating this concentrated waste. Discharges who are paying a surcharge shall not be considered in violation of this division unless the concentration of a pollutant (for which they are being assessed a surcharge) exceeds the upper limit for that pollutant.

    (d)

Certain users discharging less than 5,000 gallons per day may, at the city's discretion, be assigned a revised limit for any parameter subject to a surcharge. The maximum revised limit in these instances would be the listed surcharge limit times the user's average daily flow in gallons divided by 5,000. In no case shall the revised limit exceed the listed upper limit.
