§ 56-32. Same—All water to pass through; failure of meter to register properly.

All water furnished by the city and used on any premises shall pass through the meter placed upon the premises or installed for the purpose of measuring the water supply. No bypass or connection around the meter is permitted. If any meter fails to register properly, the consumer shall be charged at the average quarterly consumption rate as shown by the meter over the period of the preceding four quarters when the meter was accurately registering.
