Any person who violates this article is responsible for a municipal civil infraction
and subject to the civil fines enumerated in chapter 30, regarding civil infraction actions and establishment of a municipal ordinance violations
bureau. If unpaid within ten days of notice, each civil fine specified in chapter 30 shall be doubled. Any vehicle whose registered owner has been the subject of five
or more default judgments of responsibility for a civil infraction under this article
shall be subject to impound, and shall not be released to its owner until each such
judgment is satisfied and all costs of impound are paid.
