§ 26-22. Permit—Required.

(a)

No person, firm or corporation shall erect, construct, enlarge or improve any building or structure in the city or cause the same to be done without first obtaining a separate building permit for each building or structure.

(b)

Within zone A4 of the official map, separate building permits are required for all new construction, substantial improvements and other developments, including the placement of mobile homes.
