Whenever any dog bites or attacks any person without molestation and while outside
the enclosure of the owner or keeper, complaint shall be made to the district court
against the owner or keeper, and upon conviction, the district court, in addition
to any other penalties provided herein, may issue an order, in writing, directing
the owner or keeper of the dog to kill the dog within six hours after service of such
order on the owner or keeper and it thereupon becomes a duty of the owner or keeper
to kill the dog. If the owner or keeper shall fail or refuse to kill said dog, it
shall be the duty of any policeman to seize and kill such dog wherever it is found
in the city.
